4.3 The CRUISING DIVISION is created to allow participation of boats who do not, for whatever reason, have a valid 2008 PHRF Certificate. Sailors who may wish to enter the race, but who may sail short-handed, or may have another concern, may also consider this option. Acceptance into the CRUISING DIVISION CLASS will be at the sole discretion of the Race Committee.
The following will apply:
(1) There must be a minimum of three (3) boats wishing to compete in this division
(2) The committee will assign an indisputable rating in order to score the division. This rating will be based on the PHRF rating of a similar yacht the minimum acceptable rating will be 220
(3) All safety requirements must be met
(4) The use of a cruising spinnaker is allowed in the Cruising Division. The cruising spinnaker must be attached to the vessel at the bow or bowsprit either firmly or using a tack line. The use of either spinnaker poles or whisker poles to support the cruising spinnaker is not permitted. The use of a whisker pole to wing out the head sail is permitted. The length of the whisker pole is restricted to "J" dimension.

REGISTRATION AND FEES
Enter by completing online
entry form and paying fees. Additional required documents (PHRF
certificate, proof of insurance) can be either mailed to the
address listed in paragraph 4.0, faxed to Clipper Cup at
231/755-7245 or entered online. Entry fee through August 1, $85
.Late entry fee after August 1, $85 plus $15 penalty. Last date
to enter is August 5, 2007. It is preferred that the online entry
system be utilized.
All
entered vessels must register by 8:00 PM August 7, 2008. Either
the Captain or designated representative of the vessel may
complete this. Entered vessels that do not register will be
scored as DNS and fees will not be refunded. Once registration is
completed, no changes are permitted.
It
is highly recommended that either the Captain or representative of
all registered vessels attend the Skippers’ Meeting.
7.0
SAILING INSTRUCTIONS
Sailing instructions will be
available online and at registration.
8.0
COURSE
Muskegon, Michigan to Port Washington,
Wisconsin.
9.0
SCORING
Scoring shall be the low point system as
shown in the current ISAF Racing Rules of Sailing.
10.0
PROTESTS
Protests shall be submitted in writing to
the Clipper Cup Committee at the Port Washington Yacht Club not
more than two hours after finishing.
11.0
PENALTIES
Penalties shall be assessed in accordance
with the current ISAF Racing Rules of Sailing.
12.0
DECISIONS OF THE JURY
Decisions of the jury are
final. Any determinations made after the presentation of awards
shall have no effect on those awards.
13.0
PRIZES
Following the race, awards will be presented
at the Port Washington Yacht Club to the overall winner and to
yachts finishing first, second, third and fourth in each division
(subject to the number of boats in each division). Additional
awards will be presented to; first to finish, mid spinnaker fleet,
last to finish, and trophies as defined in NOR Sec. 4.0.
14.0
EQUIPMENT
Every yacht shall carry life-saving equipment
conforming to government regulations.
